New drivers pay the highest auto rates in Canada — often 1.5-2.5x the base premium. The good news: with the right choices, new drivers can still find affordable coverage.
1. Why new drivers pay more
Insurers price on statistics: new drivers have far more claims per kilometre. There is no shortcut to experience, but a clean record builds discounts quickly.
The rate gap narrows fastest in the first 3-5 years of continuous licensed driving without claims.
2. BC new drivers (ICBC)
BC uses a graduated licensing system (L, N, Class 5). New drivers under 25 face surcharges; choosing a higher deductible on own-damage and adding a monitored driver discount can offset some of it.
Optional private coverage for collision can sometimes beat ICBC pricing for new vehicles — worth quoting both.
3. Ontario new drivers
Ontario has some of the highest rates in Canada and a fully private market. New drivers benefit most from bundling, defensive-driver courses and comparing brokers aggressively.
Adding a newly licensed driver to a parent policy is often cheaper than a standalone policy — but report them as the primary driver of their own car to avoid premium fraud.

Start with an older, cheaper-to-insure vehicle (sedan, not SUV); choose a higher deductible; complete an accredited defensive-driving course; and never let coverage lapse.
